Malibu fishing: know when the pier ends and the license begins
Malibu gives you two very different fishing plans within a few steps: fish from qualifying Malibu Pier without the ordinary sport-fishing license, or step onto the sand and switch to California’s surf-fishing license rules. Add tides, Point Dume marine protected areas, current pier restrictions and species limits before choosing where to cast.
Three things to know before driving today
End of Malibu Pier remains closed
California State Parks says the ocean end remains closed while structural safety work is assessed. Fishing is still allowed from the open portions of the pier, subject to posted fishing zones.
Lower parking lot road access unavailable
State Parks’ current Point Dume notice says Westward Beach Road is closed to the lower parking lot. The beach remains accessible, but do not tow or drive there expecting normal lower-lot access.
Malibu Lagoon / Surfrider zone
The latest Los Angeles County release located during this review, dated September 14, lists elevated bacteria within 100 yards up and down the coast from the public restrooms at Malibu Lagoon. Check the county’s live beach page again before wading.
Malibu Pier vs surf fishing: the license rule changes with your feet
Base fishing license: not required
CDFW specifically lists Malibu Pier as a qualifying Los Angeles County public fishing pier. Recreational anglers fishing from the open public-pier area do not need the ordinary California sport fishing license.
- All size, bag and season rules still apply.
- Report cards can still be required.
- No more than two rods/lines may be actively used.
- Stay inside open, designated fishing areas.
- Use a pier net for large fish rather than stepping onto the beach.
Age 16+: license generally required
Once you fish from Malibu’s sand, surf, rocks, kayak or boat, the public-pier exemption normally no longer applies.
- 2026 resident 365-day license: $64.54.
- 2026 nonresident 365-day license: $174.14.
- One-day: $21.09.
- Two-day: $32.40.
- Ocean Enhancement may also be required in Malibu.

Does Malibu require the Ocean Enhancement Validation?
Ocean Enhancement is required south of Point Arguello where a sport fishing license is required.
The short-term exemption applies to one-day and two-day licenses, not the ten-day product.
CDFW exempts these products from Ocean Enhancement.
No Ocean Enhancement is needed when the public-pier exemption means no sport fishing license is required.
Use the tide to choose when to walk the Malibu surf
CDFW’s Southern California beach-fishing guidance says anglers are more likely to find fish in early morning, about an hour before dusk, on an incoming high tide and during mild-to-moderate surf.
CDFW notes that rising water can dislodge small invertebrates from sand bars and stimulate feeding.
Less dry beach may remain. Keep an exit route and do not let a rising tide pin you against rocks or bluff areas.
Useful for visually reading troughs, bars and channels for a later incoming-tide session.
Tide predictions do not tell you wave height, rip-current intensity or wind. Check marine/surf conditions separately.

CDFW peak windows: surfperch September–May; yellowfin croaker June–September; spotfin croaker July–September; California corbina July–September; California halibut June–October.
Match the Malibu rig to the water instead of over-tackling the beach
Light surf rig
CDFW’s Southern California guidance suggests a 7–9 ft rod, 6–12 lb test and roughly a ½–1 oz egg sinker for light bait or Carolina-rigged grubs, adjusted for surf conditions.
Heavier bait / plugging
CDFW suggests a 10–12 ft rod rated around 2–8 oz with a reel capable of carrying roughly 150–200 yards of 20–30 lb line.
Where to cast
Read sandbar edges, drop-offs and channels. For surfperch, investigate sand-crab beds. For halibut, watch for bait activity and transitions between shallow and deeper sand.
Malibu keeper rules for common ocean targets
Malibu falls in CDFW’s Southern Management Region (Point Conception to the U.S.–Mexico border). These are selected current rules useful to Malibu shore/pier anglers; always recheck the Southern Region page before retaining fish.

Point Dume is not ordinary licensed surf water
Buying a California sport fishing license does not give you permission to harvest inside a marine protected area.
Point Dume State Marine Reserve (SMR)
CDFW prohibits injury, damage, take or possession of living, geological or cultural marine resources inside the reserve. For a normal angler, treat the SMR as a no-take zone.
Point Dume State Marine Conservation Area (SMCA)
Recreational exceptions are narrow: white seabass and specified pelagic finfish may be taken by spearfishing. That does not create a general rod-and-reel harvest exception.

Wire or metallic fishing lines/leaders are prohibited under the Southern California nearshore gear rule.

Watch surf, not just tide
NOAA tide predictions describe astronomical water level. Large swell, wind waves, rip currents and shorebreak require separate checks.

Malibu Lagoon / Surfrider access numbers worth saving
California State Parks says special rates can apply during peak/high-demand periods and prices may change without notice. Dogs are currently allowed only in the parking lot at Malibu Lagoon State Beach.

How to verify Malibu fishing rules before you cast
- Choose the exact fishing platform. Malibu Pier, sand/surf, rocks, kayak, boat and Point Dume do not share one license answer.
- Confirm the base license. If age 16+ and fishing away from the qualifying public pier, verify that your California sport fishing license is valid.
- Check Ocean Enhancement. Malibu is south of Point Arguello. A licensed ocean angler may need the validation unless using an exempt one-day/two-day license.
- Open the CDFW Southern Region page. Identify the exact species, then check current season, bag, possession and size rules.
- Check the CDFW MPA map. This is mandatory planning near Point Dume because a valid license does not override SMR/SMCA restrictions.
- Check same-day access, tide and health alerts. Review pier/park restrictions, NOAA tide predictions and current LA County beach-water notices before driving or wading.

Questions anglers ask before fishing Malibu
Do I need a fishing license at Malibu Pier?
No ordinary California sport fishing license is required when recreationally fishing from the qualifying open public-pier area of Malibu Pier. All other fishing regulations still apply, including size limits, bag limits, seasons, report cards and the public-pier two-rod/line limit.
Do I need a license to surf fish in Malibu?
Most anglers age 16 or older need a valid California sport fishing license when fishing from Malibu’s sand, surf or shoreline away from a qualifying public pier. Ocean Enhancement may also be required depending on the license product.
Do I need Ocean Enhancement in Malibu?
Malibu is south of Point Arguello, so the $7.30 Ocean Enhancement Validation is required where an ocean sport fishing license is required unless an exemption applies. CDFW exempts one-day and two-day sport fishing licenses. It is also unnecessary for pier-only fishing when the public-pier license exemption applies.
Can I leave Malibu Pier to land a fish on the beach without a license?
No. CDFW says the public-pier exception applies while fishing from the qualifying public pier. Going onto the beach to land a fish puts you outside that exception. A pier net is the practical solution if you do not hold a license.
