Catalina Island fishing: choose the right water before you choose the lure
Catalina can mean free public-pier fishing in Avalon, a six-passenger private charter, kelp-edge bass fishing, yellowtail trolling, deep groundfish, or lobster after the October opener. It also has multiple marine protected areas where the legal answer changes within a short boat run.
What do you actually need for a Catalina fishing trip?
A charter boat does not replace your California sport fishing license.
CDFW lists Avalon Pier and Cabrillo Mole as qualifying public fishing piers.
Ocean Enhancement Validation is required south of Point Arguello when a license is required.
One- and two-day licenses are exempt from Ocean Enhancement Validation.
Catalina has no-take reserves plus conservation areas with very specific exceptions.

Anyone age 16+ fishing from a commercial passenger fishing vessel must carry the applicable California sport fishing license and required validations/report cards.
CDFW identifies both as public fishing piers. A base fishing license is not required while legally angling from the qualifying pier itself.
The public-pier exemption does not follow you away from the qualifying public pier. Anglers age 16+ generally need a sport fishing license.
Every lobster angler needs a Spiny Lobster Report Card, including anglers under 16 and people fishing from a public pier.

Two Catalina public piers are on CDFW’s official free-pier list
Avalon Pier
CDFW lists Avalon Pier on Catalina Island as a qualifying public fishing pier. Local visitor information also identifies fishing at Green Pleasure Pier in Avalon.
No base sport fishing license is required while you remain on the qualifying public pier, but bag, size, species, season and MPA rules still apply.
Cabrillo Mole
CDFW also lists Cabrillo Mole as a public fishing pier. This location is especially important because Lover’s Cove SMCA specifically allows recreational hook-and-line take from Cabrillo Mole.
Step off the qualifying public-pier structure to fish somewhere else, and the pier license exemption may no longer apply.
Catalina charter fishing: what to verify before paying a deposit
“Catalina charter” can mean a small private six-passenger boat departing Avalon or a larger mainland-based sport boat running a full-day trip to the island. The trip style changes comfort, travel time, price structure and fishing plan, but it does not erase your individual fishing-license requirement.
Avalon-based boats reduce the channel crossing after you reach the island. Mainland sport boats may spend more of the day running to/from Catalina.
Ask whether the plan is kelp-edge fishing, island structure, Farnsworth-area pelagics, offshore tuna or groundfish.
Confirm rods, terminal tackle, bait and replacement tackle charges before arrival.
Ask whether cleaning/filleting is included and whether a species must remain whole or retain skin/identifying features under current rules.
Catalina Channel wind and backside swell can change plans. Ask about cancellation, rescheduling and alternate fishing areas.
Catalina has multiple MPAs with different permitted take. The captain should know them, but anglers should understand them too.
Example: Avalon-based six-passenger charter
The operator says it carries up to six passengers and may pick up at Green Pleasure Pier or Float 5 depending on harbor traffic.
Avalon Anglers lists calico bass, white seabass, halibut, rockfish, yellowtail, sheephead and tuna depending on season and conditions.
Fishing license, food, sun protection, layered clothing and motion-sickness medication if needed; the operator says fishing gear, ice, water and sodas are provided.

Carry a descending device when groundfish are aboard
Current 2026 framework for nearshore/shelf/slope groundfish in the Southern Management Area.
Important species sublimits apply, including copper and vermilion/sunset rockfish.
Bronzespotted, cowcod, quillback and yelloweye rockfish may not be retained.
What Catalina charters tend to focus on through the year

Casino Point SMCA
No recreational take of living marine resources. This is a no-take conservation area next to Avalon.
Long Point SMR
It is unlawful to injure, damage, take or possess any living, geological or cultural marine resource.
Lover’s Cove SMCA
Recreational hook-and-line take is allowed from Cabrillo Mole only.
Blue Cavern Offshore
Hook-and-line take of listed pelagic finfish is allowed; white seabass only by spearfishing, plus market squid by dip net.
Blue Cavern Onshore
No recreational take. A specific no-anchor/no-moor area also exists within the former marine science refuge.
Farnsworth Onshore
White seabass and listed pelagic finfish by spearfishing; marlin, tunas and dorado by trolling; market squid by hand dip net.
Farnsworth Offshore
Listed pelagic finfish may be taken by hook-and-line/spearfishing; white seabass by spearfishing; specific trolling exceptions apply.
Cat Harbor SMCA
Finfish by hook-and-line or spearfishing, market squid by hook-and-line, plus recreational lobster and sea urchin take are allowed under current rules.

- Identify the exact MPA name, not merely the nearest beach/cove name.
- Open that MPA’s regulation page and read the permitted-take exceptions.

- Remember that possession while inside certain MPAs can matter even if the fish was caught elsewhere; follow the current transit/possession wording.

Avalon shore/pier trip
Use the qualifying public piers for the simplest shore-based license route. Expect tight harbor space and strong MPA awareness near Lover’s Cove/Casino Point.
Kelp-edge charter
Calico bass, sheephead and white seabass decisions revolve around kelp, rocky structure, current conditions and protected-area boundaries.
Pelagic run
Yellowtail, bonito, tuna and dorado trips depend heavily on bait, water conditions and where pelagic fish are holding on that date.
Groundfish day
Rockfish/lingcod trips require the current Southern Management Area rules, species identification, MPA awareness and a descending device aboard the boat.
Don’t fillet Catalina fish like every species has the same rule
CDFW specifies a 17-inch minimum fillet length in the relevant rule, with limited allowance for shorter fillets; required skin patch rules apply.
Sheephead fillets must be at least 6¾ inches and retain the entire skin intact.
Rockfish fillets must have the entire skin attached. Protected/no-retention species must not enter the cooler in the first place.

Do I need a California fishing license at Catalina Island?
